OMB ISSUES MEMORANDA FOR APPLICANTS & RECIPIENTS OF FEDERAL FINANCIAL ASSISTANCE
Flexibilities Available to Applicants and Recipients of Federal Financial Assistance Affected by COVID-19
Attached below are clickable links to two memoranda from the Office of Management and Budget (OMB) intended to issue relief from the OMB Super Circular requirements relating to impacts from COVID-19 on grantees. M-20-11, issued March 9, 2020, initially limited exceptions for grant awards that support continued research and services related to COVID-19 during the 90-day emergency period. However, M-20-17, issued March 19, 2020, expanded the focus to include grantees that are affected by the loss of operational capacity and increased costs due to the COVID-19 crisis. M-20-17 provides references to the OMB regulations (2 CFR Part 200) instructing federal awarding agencies to take certain actions they deem appropriate, given the COVID-19 pandemic. Remember, these exceptions are time sensitive so we advise that you assess the potential impacts on your grants and contact your federal awarding agencies as soon as possible.
